Scaling a UK Temp Desk in 2026 Without Adding Headcount
The September 2026 REC/KPMG Report on Jobs shows temp billings growing at the second-fastest pace in over three years, for the fifth month running, led by the North of England and by blue-collar and IT roles. For temp-led agencies that is the best trading environment since 2023. It is also the point at which a temp desk built for 80 workers starts to fail at 150, because temp recruitment does not scale like perm. Every additional worker is a weekly timesheet, a compliance file, a payroll query and a reason to call.
Where Temp Desks Break
- Fulfilment speed. A client needs six warehouse operatives by Monday. The consultant who wins that brief is the one with a screened, compliant, available pool already built, not the one who starts sourcing on Friday afternoon.
- Timesheets and payroll queries. At volume, chasing unsigned timesheets and answering pay questions consumes whole days.
- Compliance. Right-to-work, references, certifications, and now umbrella due diligence under joint and several liability. Miss one and the exposure is financial.
- Worker retention. Temps who are not spoken to between assignments go to the agency that calls. Candidate care is the difference between a pool and a list.
