Why Canadian Recruitment Agencies Outsource Sourcing
Canadian recruitment agencies tend to run leaner than their US equivalents. Smaller domestic client base, tighter margins, and a hiring decision for one more resourcer that carries real weight. The result is that delivery capacity, not demand, is usually what caps growth.
The payroll problem
Adding a resourcer in Toronto or Vancouver means salary, CPP and EI contributions, benefits, vacation accrual and the management overhead of another direct report. For an agency of eight or ten people that is a significant fixed commitment made against a pipeline that may not hold.
Outsourced support inverts that. Capacity is variable cost, it starts inside a week, and it scales back without a termination conversation. For agencies whose work moves in cycles — which in Canada is most of them — that flexibility matters more than the hourly comparison.
Where the cycles bite hardest
Calgary is the clearest example. Energy hiring tracks commodity prices, so agencies swing between quiet quarters and a surge they cannot staff quickly enough. Carrying resourcing headcount through the quiet period is expensive; not having it when budgets reopen is worse.
Vancouver shows the same pattern for different reasons — visual effects and games studios hire hard around production schedules and then stop. Montreal adds a language constraint on top, since most roles need working French as well as English.
What Canadian agencies hand over first
- Talent sourcing — the highest-volume, lowest-relationship work, and the easiest to brief precisely.
- Leads research — building the target lists that keep BD moving during quiet periods.
- CV formatting — small per CV, large across a month.
- Organisational mapping — the work that wins retained assignments rather than contingent ones.
Data protection: PIPEDA and Quebec
Candidate data in Canada falls under PIPEDA federally, with several provinces operating substantially similar legislation and Quebec's Law 25 setting a higher bar again. As with the UK and EU, your agency stays the controller of that data; a support partner is a processor and should be working inside your ATS rather than keeping its own copy.
Ontario has also introduced requirements around disclosing the use of artificial intelligence in screening, which is worth checking against however your team currently shortlists.
